Feeding the Family

A poor farmer is able to produce sixteen bowls of rice per day to feed his family of seven. He notices that he and his family are rather sloppy eaters, and that for every four bowls of rice eaten, he can scrape the leftovers from those four bowls to fill another bowl. Using this system, he hopes to be able to feed each family memebr three bowls of rice per day. Can he do it?
