Replacing the Pipe

At a construction site an eight inch pipe is used to fill a water tank. The pipe failed inspection and could not be used. A worker suggested he had seen a bundle of one-half inch diameter pipes that could be used to replace the eight inch diameter pipe. An engineer quickly told him that it wouldn't work, why?
